I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter No.21508/1914 of the
16th. instant in regard to the execution of the sentence
of death which was passed more than eighteen months ago
upon the Sepoy Ibrahim.
In reply to Mr. Secretary Harcourt's enquiry
whether the Secretary of State still considers that
this sentence should be commuted, I am to say that, in
the letter from this Department of the 26th. ultimo,
the course has already been stated which Sir E. Grey
thinks would have been adopted if a case with precisely
similar circumstances had been referred to him from one
of the Courts connected with the Foreign Office, and he
has nothing to add to the considerations put forward in
that letter.
At the same time Sir Edward Grey recognises that
the ultimate decision in this case, and its accompanying
responsibility
